LUXEMBOURG - The EU Council of Ministers determined the amount available for refugees and emergency assistance for Albania. "The Stabilization-Association Agreement with Albania and Macedonia should begin as soon as possible, and relations with Serbia can be rebuilt only if the new government of such a country has rejected Milosevic's nationalist and expansionist policy."
